php is good for small projects. once it goes large and complicated, it will
be very hard to grow and maintain, unless you are a genius (there are some
really good large open sources ones, like drupal, etc) or have chosen a
great framework to start with.
if your org is serious about this project, i would suggest you to go with
python+django.
if your project's future is a so called "enterprise" one, choose J2EE with
all the good, available frameworks. the development time (especially for
initial startup) will be longer than the above two though.
